Which smart phones can display Flash video without needing jail breaking or payed for plugins?

Which smart phones currently on the market will allow you to go to Youtube in the built in web browser and to view the flash videos there without you having to jailbreak them or to pay for an extra plugin?

The HTC Touch Pro has a YouTube app. It doesn’t work with the browser but runs outside it.
