Does Verizon require data plans for smart phones?

I was told that in order to purchase a Verizon smart phone you had to pay for a data plan as well. Is this true? What phones are they considering smart phones? Even the new droids?

yes, it is true, and yes the new droid is included as well as blackberry’s.
